Yes. Foucault wants to get rid of totalizing meta-narratives and emancipate subjugated discourses. He really takes the idea "history is written by the victors" seriously and so he tries to write an alternative history. A counter-history. He uses counter-histories to criticize modern institutions, because that's how institutions legitimate themselves. So he wrote a history of the police apparatus during his protest, then he wrote a history of confinement to abolish prisons etc. So history should be done in a way that shows how everything is contingent and there is no real purpose in history. It is a product of power-relations.
